After the v2.1.12 fix EMS stepped aside correctly while skyriding, but the key could stay dead after you landed until you re-bound it. EMS only un-suspended the key on a bar-swap event, and the trip back to normal does not always fire one. EMS now re-checks once you land and restores the key on its own, so it works again with no re-bind.
The extra keybinds you set for the vehicle and skyriding bar (the Vehicle / Override Bar Keybinds list) did nothing while a bar addon such as ElvUI was active, even though they showed as bound. They were pointed at the default Blizzard buttons, which ElvUI hides. They now drive the action slot directly, so they fire whatever bar is up.
Another batch of interface strings now appears in your client language across the 10 non-English locales instead of falling back to English.
